Last week, President Donald J. Trump signed a joint resolution of disapproval into law, authored by Congressman Andrew Clyde from Georgia’s 9th District. The legislation, known as H.J.Res. 42, seeks to overturn regulations imposed during the Biden administration concerning household appliances and consumer products.
Congressman Clyde expressed his gratitude to President Trump for signing the legislation, stating, “By overturning these burdensome Biden-era regulations, we are protecting both consumer choice and industry innovation — marking an exciting legislative victory for the American people.” He also reaffirmed his commitment to collaborating with the Trump Administration in efforts to reduce regulatory constraints on manufacturers and lower costs for Americans.
The regulation changes initially took effect on October 9th, 2024, when the Department of Energy under the Biden-Harris administration finalized rules related to certification, labeling, and enforcement for various consumer products. These included amendments or new requirements affecting twenty different products such as dishwashers and heat pumps.
On March 3rd, 2025, the Office of Management and Budget supported H.J.Res. 42 through a Statement of Administration Policy. Subsequently, on May 9th, 2025, President Trump enacted several resolutions including H.J.Res. 42 which collectively aimed at reducing what were deemed harmful regulations impacting small businesses and manufacturers.
H.J.Res. 42 is noted as Congressman Clyde’s first bill signed into law in the current Congress session and marks his second piece of legislation to become law since he began serving in Congress.
