Congressman Andrew Clyde announced that his Congressional Review Act joint resolution of disapproval, known as H.J.Res. 42, has passed the Senate with a vote of 52-46. The resolution had previously received bipartisan support in the House of Representatives. It aims to overturn energy efficiency standards enacted by the Biden-Harris Administration, which Clyde argues add unnecessary costs and complexity for appliance manufacturers, ultimately affecting consumers.
Clyde stated, “I applaud the Senate for passing my commonsense resolution to reverse Biden’s DOE energy efficiency standards that place needless red tape on manufacturers, limit consumer choice, and increase prices for hardworking Americans.” He expressed the need for Congress to repeal what he describes as harmful regulations imposed by the administration to prevent further imposition on manufacturers and consumers. “I look forward to H.J.Res. 42 arriving on President Trump’s desk for his signature so we can overturn yet another burdensome Biden-era rule for the American people.”
The Biden-Harris Department of Energy’s contested rule was finalized on October 9, 2024. It included certification, labeling, and enforcement provisions for various consumer products and commercial equipment, such as dishwashers, central AC and heat pumps, and clothes washers. On March 3, 2025, the Office of Management and Budget expressed support for Clyde’s resolution.
Congressman Clyde has been active in advocating against several Biden-era regulations, asserting a potential savings of over $100 billion by overturning such rules.
